The title of this article is a bit misleading, but nevertheless I can see how this new service can potentially benefit people who are blind (or perhaps cognitively impaired). This app will provide a live person via video call on a smartphone or a wearable (eg. Google Glass) who will give feedback on what the user is viewing from the rear facing camera.
